1. Organizing
Authority
The Organizing Authority is the Ida Lewis Yacht Club, Newport, R.I.
2. Rules
The regatta will be governed by:
The Racing Rules of Sailing (RRS) 2001-2004, including Appendix N
The International Yngling Class Rules (http://yngling.org/guide.php)
This Notice of Race
The Sailing Instructions and any amendments thereto.
3. Advertising
The regatta is designated as a Category “C” event, Appendix 1 of the RRS.
4. Eligibility
The regatta is open.
Charter boats are available; see item #19.
5. Entry
The entry form is at http://usa.yngling.org/2003/03_fall_equinox/.
The entry fee is $60.
6. Venue:
Race headquarters are located at Sail Newport, Fort Adams State Park, Newport, R.I.
7. Schedule
of Events:
The tentative schedule of events is as follows:
Saturday, Sept 13 10:30 first warning gun
Sunday, Sept 14 10:00 first warning gun
Sunday, Sept 14 3:00 latest start for last race
8. Liability
and Insurance
The Organizing Authority or any other party involved in the organization of the event will accept no liability whatsoever for any personal or material damage (including, but not limited to, death, injury, consequential damage, etc.) sustained prior to, during, or after the regatta. For every participating boat, a valid third-party liability insurance shall exist with a minimum coverage of $250,000 (US dollars) per event.
9. Measurement:
All boats may undergo measurement of hulls, spars, and sails as well as equipment checks in accordance with the International Yngling Class Rules.
10. Haul-Out
Restrictions:
Boats may remain in water at will, subject to requirements of Sail Newport.
11. Sailing
Instructions:
The Sailing Instructions shall be available at registration and at usa.yngling.org/2003/03_fall_equinox/.
12. Racing
Area:
The racing area will be in Narragansett Bay or Rhode Island Sound off Newport.
13. Courses:
The courses will be described in the Sailing Instructions.
14. Scoring:
The Low Point Scoring System (RRS Appendix A) shall be used. Seven or more races are scheduled of which three must be completed to constitute a regatta. The worst score shall be excluded if five or more races are sailed.
15. Jury:
The decisions of the Jury shall be final in accordance with RRS 70.4.
16. Prizes:
Prizes will be awarded to the top quarter of the fleet (maximum three).
17. Sail
Newport:
The Sail Newport venue (www.sailnewport.org) at Fort Adams State Park (www.riparks.com/fortadams.htm) is located on Newport Harbor, Rhode Island.
18. Accommodations:
Check http://usa.yngling.org/2003/03_fall_equinox/ for accommodation information. There is no camping in Newport, but nearby Middletown does have designated camping sites available.
