SAILING
INSTRUCTIONS
1 RULES
1.1 The
regatta will be governed by the ‘rules’ as defined in The Racing
Rules of Sailing.
1.2 The Yngling
class rules, the Notice of Race, and these Sailing Instructions will apply.
2 NOTICES
TO COMPETITORS
Notices to competitors will be posted on the official notice board(s)
located at the Sail Newport dock office.
3 CHANGES
TO SAILING INSTRUCTIONS
Any
change to the sailing instructions will be posted before 0830 on the day it
will take effect, except that any change to the schedule of races will be
posted by 2000 on the day before it will take effect.
4 SIGNALS MADE
ASHORE
4.1 Signals
made ashore will be displayed at the Sail Newport dock office flag pole.
4.2 When
flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not
less than 60 minutes’ in race signal AP.
5.1 Racing
is scheduled as follows:

5.2 On the
last day of the regatta no warning signal will be made after 1500.
6 CLASS
FLAG
Class
flag will be a white square with the Yngling class insigne.
Racing
area will be north of the Newport Bridge and south of Gould Island.
8 THE
COURSE
8.1
The windward-leeward course will have the start/finish
at leeward (“W”) or middle (“D”):
8.2
No later than the warning signal, the race committee
signal boat will display the approximate compass bearing from the midpoint of
the starting line to Mark 1, and the course and number of laps to be sailed,
e.g.:
“W 1” Start-1-Finish
“D 1” Start-1-2-Finish
“W 2” Start-1-pin-1-Finish
8.3
For
courses W2, W3, etc., the starting “pin” is a mark of the course,
to be rounded to port when not starting or finishing.
9 MARKS
9.1 Marks
1 and 2 will be either yellow or orange inflatable buoys.
9.2 New
mark, as provided in Instruction 11, will be a yellow or orange inflatable
buoy.
9.3 The starting
and finishing marks will be a race committee boat and a nearby buoy.
10 THE START
10.1 The
starting line will be between a staff displaying an orange flag on the race
committee signal boat at the starboard end and the port-end starting mark.
11 CHANGE OF THE
POSITION OF THE NEXT MARK
To
relocate a mark, the race committee will lay a new mark (or move the finish)
and remove the original. The change will be signalled before the leading boat
has begun the leg, although the new mark may not yet be in position. Any mark
to be rounded after the new mark may be relocated without further signalling to
maintain the course configuration. When in a
subsequent change a new mark is replaced, it will be replaced by an original
mark.
12 THE FINISH
12.1 The
finishing line will be between a staff displaying an orange flag on the race
committee boat and a nearby mark.
12.2 Code flag
“R” displayed at the finish signals that another race will follow.
Code flag “H” displayed at the finish signals that no race will
follow and that competitors should proceed to shore.
13 PENALTY SYSTEM
13.1 A boat
that has taken a penalty or retired under Rule 44.1 shall notify the race committee
promptly after finishing.
13.2 Appendix
N will apply.
14 TIME LIMITS
14.1 Time limits
and target time are as follows:

If
no boat has rounded Mark 1 within the Mark 1 time limit the race will be abandoned.
14.2 Boats
failing to finish within 30 minutes after the first boat sails the course and
finishes will be scored Did Not Finish. This changes Rules 35 and A4.1.
15 PROTESTS AND
REQUESTS FOR REDRESS
15.1 Protest forms are
available at the Sail Newport dock office. Protests shall be delivered there
within the protest time limit.
15.2 The
protest time limit is 90 minutes after the last boat has finished the last race
of the day. The same protest time limit applies to all protests by the race
committee and protest committee and to requests for redress. This changes Rules
61.3 and 62.2.
15.3 Notices
will be posted within 30 minutes of the protest time limit to inform
competitors of hearings in which they are parties or named as witnesses.
15.4 For the
purpose of Rule 64.3(b) the ‘authority responsible’ is the measurer
appointed by the organizing authority.
15.5 Breaches
of Instructions 17 and 20 will not be grounds for a protest by a boat. This
changes Rule 60.1(a). Penalties for these breaches may be less than
disqualification if the protest committee so decides.
15.6 On the
last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time
limit if the party requesting reopening was informed of the decision on the
previous day;
(b) no later than 30
minutes after the party requesting reopening was informed of the decision on
that day.
This changes Rule 66.
15.7 A boat intending to protest shall
notify the race committee on the signal boat immediately after crossing the
finish line of the race in which the protest occurred of her intent to protest
and the boat or boats protested.
16 SCORING
16.1 The Low Point
scoring system of Appendix A will apply.
16.2 Three
races are required to be completed to constitute a series.
16.3 When
five races have been completed, a boat’s worst score will be excluded.
17 SAFETY REGULATIONS
17.1 Check-in: Before
the first race of each day, each boat shall sail by the race committee signal
boat on starboard tack, and call out her sail number to the race committee.
17.2 A boat
that retires from a race shall notify the race committee as soon as possible.
18 REPLACEMENT OF CREW
Substitution
of competitors will not be allowed without prior written approval of the race
committee.
19 EQUIPMENT AND
MEASUREMENT CHECKS
A
boat or equipment may be inspected at any time for compliance with the class
rules and sailing instructions. On the water, a boat can be instructed by a
race committee measurer to proceed immediately to a designated area for
inspection.
20 SUPPORT BOATS
Team
leaders, coaches and other support personnel shall stay outside areas where
boats are racing from the time of the preparatory signal for the first class to
start until all boats have finished or the race committee signals a
postponement, general recall or abandonment.
21 RADIO
COMMUNICATION
As
per Yngling class rules, radios, telephones, and other electronic communication
devices shall not be used or carried on board.
22 PRIZES
Prizes
will be given to the top quarter of the fleet (maximum three).
23 DISCLAIMER OF
LIABILITY
Competitors
participate in the regatta entirely at their own risk. See Rule 4, Decision to
Race. The organizing authority or any other party involved in the organization
of the event will not accept any liability for material damage or personal
injury or death sustained in conjunction with or prior to, during, or after the
regatta.
24 INSURANCE
Each
participating boat shall be insured with valid third-party liability insurance
with a minimum cover of $250,000 per event or the equivalent.
